JOB SUMMARY

  • Reporting to the Manager of System Engineering, Environmental Services Department, the System Engineer will assist Waterworks and Infrastructure and be responsible for coordinating and managing comments related to water distribution, wastewater collection and storm water systems. The comments involve Secondary Plan Study, MESP, Functional Servicing Report, Design Drawings, and Development Agreement. The position is also responsible to prepare preliminary comments for design drawings. The position will initiate inspections for building permit, acceptance for Maintenance, letter of credit releases, infill service connections, etc. for water distribution, wastewater collection systems and storm system. Function as backup and support for water distribution and wastewater collection systems engineering analysis and development of strategies for the optimization of system performance.
  • Key responsibilities include hydraulic modelling (water & wastewater system), engineering analysis, database & records management, report production, project management, liaison with various Agencies as required and customer support.
  • This position also provides back-up support as required to the Water System Engineering and Wastewater Hydraulic Engineer and champions the corporate, commission and departmental vision, mission and values.

KEY DUTIES AND RESPONSIBILITIES

  • Prepares preliminary design drawings comments for subdivision, site plan, capital projects on water distribution, wastewater collection and storm water system.
  • Circulates MESP report, Functional Servicing Report, Design Drawings within the department, compile and manage the department comments.
  • Attends meeting with Engineering department, developer consultant and external agency for new development application review.
  • Participates in Secondary Plan Study project and work as subject matter expert in terms of water, wastewater and storm water.
  • Reviews and comments on construction agreement, subdivision agreement, and site plan agreement.
  • Coordinates building permit inspection and all communication with Engineering department and sign off water servicing for Building permit.
  • Provides customer services and communication on water, wastewater and storm water issues
  • Prepares reports, articles and technical memos as required
  • Coordinates with Development engineering on developing and updating Waterworks Engineering standards and design criteria
  • Acts as the City’s project manager on consultant project as required. Develop terms of reference, review consultant submission, and manage communication, review and approving invoices.
  • Provides support in new infrastructure capital project analysis
  • Supports as required for various engineering projects within System Engineering or as directed by Manager.
  • Maintains new development tracking database
  • DMA, SCADA data management, monitoring, processing, verification, analysis, trending and interpretation, decision support.
  • Liaisons with various Agencies for data purposes.
  • Contributes to Waterworks business planning and budgeting process.
  • Responds to inquiries from and/or liaise with internal departments, industrial / commercial / institutional (ICI) customers, Region of York, developers, engineering consultants, other level of government / agencies, etc. on system engineering programs / practices / procedures, wastewater by-law compliance, development applications, consumer use issues / education and other Waterworks System Engineering-related matters, as required.
  • Monitors and supervises contractors, consultants and contract staff hired for various Waterworks programs.
  • Leads and/or participates on project teams or special projects, as assigned and champions the corporate/ commission / departmental vision, mission and values within Waterworks System Engineering Section and among colleagues and co-workers.
  • Performs other duties as assigned, in accordance with departmental or commission / corporate objectives.

MINIMUM REQUIREMENTS

  • University degree in civil or environmental engineering with emphasis on water distribution, wastewater collection systems, storm water systems and hydraulics. With minimum of 5 years’ experience.
  • Eligibility for or holder of the Professional Engineer’s (P. Eng) designation from the Professional Engineers of Ontario (PEO).
  • Demonstrated experience in municipal water distribution, wastewater collection system and storm water systems engineering with an emphasis on new development review, preferable in an urban growth environment.
  • Excellent interpersonal, project/time management, organizational, analytical, written and oral communication, and problem-solving skills
  • Ability to align on optimization strategies and educational programs with legislative/ regulatory requirements, best practices, and departmental/ commission/ corporate goals and objectives; to champion the vision, mission and values of the municipality; to foster and contribute to a positive, productive, customer service-oriented work environment; and to deal courteously and effectively with all contacts.
  • Thorough working knowledge of Sustainable Water & Sewage Systems Act, Ontario Safe Drinking Water Act and associated Regulations, DWQMS and other relevant legislation /regulations /guidelines, associated engineering /operations standards, best practices, development review processes and current municipal water/wastewater issues.
  • Computer literacy utilizing word-processing, spreadsheet, and Wastewater related database and system modelling software. Experience with infrastructure management (IMS) technology - preferably with Lucity software, GIS, SCADA would be an asset.
  • Availability to participate in 7/24 shared on-call rotation for system operations and environmental emergency response, and to attend evening and/or weekend meetings or other events as required.
