JOB SUMMARY

The Program Manager, will be the main operational point of contact for all projects funded under the UBC-Rogers 5G research agreement which includes all faculties. The Program Manager will manage and support the entire operational lifecycle of small, medium scale or complex projects including developing project plans, supporting the assembly of project teams, supporting the creation of project objectives and associated project plans, identifying appropriate resources needed and developing schedules to ensure timely completion of projects. This is a hands-on position which will see the Program Manger actively involved with supporting all UBC-Rogers 5G research and related projects. The Program Manager is expected to lead and be intimately involved in the execution of projects and is expected to have strong technical skills complemented with project strong management skills.

The position supports projects from inception to completion, including but not limited to:

  • Coordinating for matching funding
  • Setting out the project objectives and supporting execution using agile methodology,
  • Supporting preparation for gate reviews;
  • Identifying and implementing best practices: including documenting, sharing and training;
  • coordinating engagement opportunities;
  • Identifying and coordinating other 5G opportunities across the campus for the Institute for Computing, Information and Cognitive Studies;
  • Develop project plans including scope, approach, budget, schedule, performance measures for all innovations/technologies/processes;
  • Support participating Principle Investigator’s and projects by facilitating the creation of teams, creation of work plans and timelines
  • Support the UBC-Rogers Steering Committee by supporting projects and Principle Investigator’s by helping to define research themes, facilitating workshops, collecting data and assisting with match funding applications, supporting students and facilitating overall project communications;
  • Gather data and information for both communications and media relations as needed;
  • Provide training, mentorship and professional development of project team members;
  • Assess projects’ risks and identify mitigation strategies;
  • Coordinate and direct work done by suppliers, consultants and/or subcontractors.

The position provides strategic and operational support and consultation to the Institute’s various Principal Investigators and Stakeholders goals and objectives. Projects typically have a high degree of complexity influence and impact.

ORGANIZATIONAL STATUS

Works within a team at the Institute for Computing, Information and Cognitive Studies, a multidisciplinary research institute that supports collaborative research in advanced technologies systems with over 150 faculty members from 10 faculties and schools across UBC, and representatives from Rogers Communications Inc. and their partners. The team provides leadership to a community of researchers and advises units on research projects under the UBC 5G-Rogers 5G research agreement and related projects funded research.

Reporting to the Director of ICICS, the Program Manager works as a member of the leadership team within the 5G research agreement; provides consultation, training and support to faculty and staff. Liaises with the broader research community researchers from various faculties and research groups and other industry professionals, and stakeholders.

WORK PERFORMED

Responsible and accountable for supporting the overall planning and management of all

Projects under the UBC-Rogers 5G research agreement; supports projects through the complete life cycle monitoring project scope, schedule, budget and other key aspects to ensure successful project delivery.

Provides technical leadership on multiple projects and initiatives concurrently in the development of projects related to 5G including analysis, design and technical requirements, vendor selection, development, quality assurance, configuration, implementation, testing, maintenance, training and documentation for projects.

Consults and provides specialist advice on key opportunities for innovation, collaboration and improvement to proposed and existing projects.

Follows agile project management processes while able to assess and pivot based on changing objectives and requirements resulting in complex, dynamic, iterative and creative development processes.

Follows appropriate project management methodology including gathering and managing project requirements, developing project charters, project plans, budgets and schedules, identifying staffing requirements and forming project teams.

Works with project stakeholders to understand project requirements. Manage expectations and communicates in a collaborative environment. Gathers data and feedback at project completion to confirm acceptance and satisfaction.

Leads the assessment of researcher needs using a structured requirements process (gathering, analyzing, documenting, and managing changes) to identify business priorities and recommends options.

Ensures solutions are consistent with the overall Rogers 5G strategy and meets UBC policies and guidelines as well as, policies and guidelines of external funding organizations (Mitacs, Tricouncil agencies and others).

Develops and maintains productive working relationships with staff, faculty, project sponsors, vendors and contractors to achieve research objectives. Communicates with stakeholders of varying technical ability and subject matter expertise.

CONSEQUENCE OF ERROR/JUDGEMENT

The position plays a significant role in the implementation of new projects systems and processes. This role exercises initiative and judgement in establishing priorities and carrying tasks through to completion, and must demonstrate tact and discretion. Works independently and as a team member within established guidelines and standards. Work is reviewed in terms of effectiveness of development and implementation of communication plans and projects. Error in the performance of duties or inappropriate disclosure of confidential information may adversely affect the image and reputation of ICICS and may impede ongoing and future funding.

Should these projects not be completed successfully or the results not support the activities of the Institute, this would compromise ICICS’s ability to achieve its strategic goals and vision.

SUPERVISION RECEIVED

The Program Manager reports directly to the ICICS Director and may be assigned to work under supervision of members of the Principal Investigators under the 5G research agreement. The position will work closely with the project team which includes the ICICS Director, as well as UBC faculty and staff and industry stakeholders.

SUPERVISION GIVEN

Manages and oversees future staff, research assistants, junior staff and students as required. Assists and provides guidelines to other research members as required

QUALIFICATIONS

Graduate degree in relevant engineering, or science discipline. Minimum of 7 years of relevant experience, in-depth knowledge of applications and the business requirements supporting them or the equivalent combination of education and experience. Must have experience in project management. Experience in a higher education environment is an asset.

Demonstrated project management, organizational, analytical and problem-solving skills

Must be a highly motivated and a self-starting person, able to solve problems creatively and manage portfolio in a challenging environment with limited supervision and direction.

Effective leadership, consulting, facilitation, consensus building, conflict resolution, and negotiation and team-building skills.

The ability to effectively manage multiple, changing and competing priorities in a fast-paced environment is essential.

Ability to maintain accuracy and exceptional attention to detail.

Demonstrated ability to communicate logically and effectively both verbally and in writing with an ability to impart technical information to audiences with mixed levels of ability.

Ability to provide quality service to clients in a courteous, patient manner is essential.

Performs other related duties as required.
