Full-time Support Staff New Position (Full-time Support Staff will be given first consideration)

The Buyer is responsible and accountable for the purchasing and procurement of equipment, goods and services required by the College at the lowest possible cost consistent with specifications, quality, delivery, and service in accordance with established College policies, procedures, and legislated requirements. In addition, the incumbent must communicate effectively with all levels of college, staff, and suppliers in determining acceptable and appropriate goods and services.

Although many of our employees are currently working remotely, this position is governed by the applicable legislation of the Province of Ontario. Successful candidates will be required to conduct work within Ontario and must be available to work on campus as required. It is anticipated that this position will meet the needs of the department through a hybrid work arrangement with 2 days on-site, and 3 days remote.

  • Coordinate purchasing activities related to the acquisition of material, services and equipment required by user department
  • Monitor the purchase requisition system, review purchase requisitions and initiate purchase orders following college policies and procedures, established department guidelines, government regulations and ethical and legal purchasing practices
  • Obtain quotations and supply information from various suppliers
  • Schedule and chair meetings with supplies and internal staff
  • Negotiate discounts and purchase order terms to achieve best value for the college
  • Recommend purchasing decisions to a requisitioner and department
  • Ensure supplier insurance is up to date prior to issuing purchase orders
  • Attends purchasing webinar’s, seminars to keep informed on current product information and purchasing practices & techniques
  • Respond to inquiries from staff and suppliers referring to senior Procurement staff when applicable
  • Administer courier and brokerage accounts for incoming and outgoing shipments including clearance approvals
  • Provide clarification, advice and direction to internal staff and supplier regarding established department procedures and practices
  • Provide user training and support requisitioners and approvers with the purchase requisition system
  • Liaise with accounts payable, shipping/receiving and IT in investigating and resolving supplier/client/purchase order and invoicing issues
  • Independently research and determine source(s) for product and services
  • Analyze and interpret spend data for the purpose of identifying business opportunities recommending a course of action
  • Identify shared service agreement opportunities through OECM and the Ministry for purchasing efficiencies across the college
  • Acquire and maintain up-to-date knowledge of products and purchasing practices
  • Two-year diploma in Supply Chain Management or Purchasing
  • A minimum of three years experience working in a Procurement department with responsibility for purchasing goods/services, supplier sourcing, working with both internal clients and Accounts Payable to resolve purchase order issues
  • Familiarity with public sector purchasing requirements, laws regulations and policies
  • Well-developed communication and interpersonal skills to work effectively with a wide variety of people
  • Advanced computer skills including spreadsheets, word processing, eProcurement systems
  • Organizational and multitasking skills, working independently to establish priorities and meet deadlines
  • Preference will be given to candidates who have or are working toward CPPB (Certified Professional Public Buyer) or CSCMP (Certified Supply Chain Management Professional)
